Description of Job

The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably priced services consistent with the economic, environmental, and social values of our state.


This work unit was newly created to provide consolidated support, oversight, and direction to the Division's Operations, Budget, Strategic Planning, and Performance goals. The unit also provides direct support and advice to the Director and Deputy Directors and acts on their behalf as it relates to the division's Operations, Compliance, Budget, Project Management, Performance, Strategic Planning, and Goal setting.



Position : SGA 5152

This position is a member of the PUC’s senior management team and reports directly to the Director. It is responsible for directing the Division’s operations, strategic planning and performance, budget and computer systems, and project management functions, working directly on behalf of the Director. It oversees the PUC’s operations functions, including space management, hybrid work arrangements, flex time arrangements, and customer service functions. The position is also responsible for working with the Director, Chief Administrative Law Judge, and Deputy Directors to develop and track the PUC’s annual budget and align the budget with contract and procurement processes via direct supervision of the PUC’s contract administrator. The position also leads the development and progress tracking toward the PUC’s Wildly Important Goals and DORA performance measures and developing and maintaining a strategic plan for the PUC. Finally, this position is responsible for managing the PUC’s internal business systems and system development, as well as the ESF-12 (emergency support function for energy) government coordination and services for risk assessment, cybersecurity, and critical infrastructure security.


Duties include, but are not limited to:

  • Overseeing the development and execution of a multi-year strategic plan and annual goals in collaboration with the Director, the PUC leadership team, and the PUC’s three Commissioners, ensuring a consensus vision and priority work areas to align staff and financial resources across the Division;
  • Leading the development of the Division’s Wildly Important Goals, including both Division goals and DORA performance measures; leading reporting and tracking of progress towards lead measures, lag measures, and overall goals;
  • Overseeing Division operations functions, including space management, hybrid work arrangements, and flex time arrangements, and ensuring compliance with EDO requirements and processes related to these issues; serving as primary point of contact for the EDO Operations team and ensuring a strong working relationship with DORA Welcome Center; and leading efforts to modernize the PUC office space, including implementing new floor plans, as well as ensuring the Commission’s computer, phone, and video systems are meeting the needs of the Commission;
  • Ensuring the PUC meets customer needs across its work units by ensuring PUC has the staff and systems necessary to serve customers whether they call, email, or visit the PUC office;
  • Developing PUC budget by working with DORA’s budget director and controller and the Department of Revenue to ensure alignment of fee revenue with expenses; making funding allocation recommendations to the Division Director; Closely tracking and helping oversee major initiatives (e.g., system upgrades, space remodeling) to ensure expenses can be met through current or planned future budgets;
  • Identifying and implementing cost-cutting measures, particularly in operational areas (e.g., space, equipment and contracts);
  • Responsible for the direct oversight and management of 4 FTE (including pay, status and tenure), and contributing to the evaluation of their activities and performance;
  • Oversight and management responsibilities include hiring, performance management, setting goals, objectives, and plans; as well as evaluating the services provided to internal and external customers - including providing accountability for the employees' productivity and overall performance, and establishing and enforcing processes and guidelines that directly impact the ongoing operations of the Division.

MINIMUM QUALIFICATIONS (MQs):

  • Graduation from an accredited college or university with a bachelor's degree in business, public administration, public policy, education, communication, general studies, or in a field of study closely related to the work assignment;
  • Five (5) years of professional* experience working in the public sector performing the following:
    • Operational management and leadership: Ensuring compliance with policies, rules and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
    • Program management: developing program policies, managing resources, and ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders.

SUBSTITUTIONS:

  • A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level, or knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree;
  • A master's, juris doctorate (JD), or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the experience on a year-for-year basis.
  • Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications :

  • Process improvement and change management experience including, developing and implementing new processes, quality improvement processes, and cost-saving measures, including improving processes to minimize regulatory and/or compliance burdens;
  • Demonstrated experience working in a regulatory environment;
  • Demonstrated experience interacting with various stakeholders to provide guidance, and recommendations, and resolve concerns among stakeholders;
  • Customer Service Leadership: Experience in developing principles and processes for providing customer service, developing customer needs assessment through the use of data and reporting, meeting quality standards for services and evaluation of customer satisfaction.
  • Demonstrated program development experience, including experience developing and monitoring a budget, and experience establishing goals, objectives, procedures, and performance expectations.
