Job Description and Duties

Under the general direction of the Regional Manager (C.E.A.), the incumbent routinely provides input on Department policy development and is responsible for developing and implementing regional policy for a wide variety of sensitive issues. The incumbent represents the Department at public meetings and during sensitive negotiations with other governmental agency managers, non-governmental organizations, and representatives of private industry. Incumbent supervises Senior Environmental Scientist Supervisors, Environmental Scientist (Specialists), temp staff and is in charge of 3 regional programs consisting of inland fisheries, anadromous fisheries (steelhead), and wildlife biodiversity in the 5-county South Coast Region (SCR). The incumbent carries the authority and accountability for timely completion of program objectives; budgeting for time and funds; prepares administrative reports; coordinates activities of both a technical and administrative nature assists in formulating and administering policies; exercises discretion in providing oversight and coordination of programs; evaluates program performance and achievements; plans for work force needs; represents the Department in complex negotiations, policy implementation, program budgeting and strategic planning. The incumbent provides vision, oversight, and management of receivable and payable grants, including Fisheries Restoration Grant Program (FRGP), Sports Fish Restoration Act (SFRA), State Wildlife Grant (SWG), and Section 6 and reimbursable contracts that fund staff. The incumbent frequently serves as the Acting Regional Manager and has full authority for making decisions in the Regional Manager’s absence. Errors and/or misjudgment could result in significant adverse political and economic consequences to the Department. The incumbent is expected to closely monitor and manage politically sensitive elements of the Wildlife and Fisheries Program and keep the Directorate, Division, Branch Chiefs, and the Regional Manager apprised of any developing significant issues.

Working Conditions

Office will be located in either San Diego, Seal Beach, or Santa Barbara. Availability and willingness to work flexible hours (evening meetings, Saturday/Sundays events, holidays), travel overnight, participate in field activities that require hiking in uneven and/or steep terrain in inclement weather, and to work for hours at a time in front of the computer, at meetings or in traffic situations going to and from meetings or field visits.

Special Personal Characteristics: Ability to act independently, with open-mindedness, flexibility, and tact. Good organizational and time management skills. Ability to lead discussions with Departmental staff and other professionals.

Skill to: Apply fisheries, wildlife, and ecology management and conservation principles using the best available science. Requires excellent written and verbal communication skills. Effectively use computer programs, cell phones, and other technical devices.

Interpersonal Skills: Excellent, professional writing skills for various documents (emails, letters, reports, permits, etc.) following statewide templates and regional style conventions; abilities to collect, compile, and analyze complex biological and ecosystem-based data; ability to work positively and effectively with colleagues, including administrative and engineering classifications. Ability to pro-actively seek solutions and problem solve is a must.
