Purpose of Job The purpose of this job is to provide managerial support and supervision for the Building Inspections, Construction Division. Duties and responsibilities include, but are not limited to, managing the daily operation of the Construction division, planning, implementing, supervising, monitoring and evaluating programs, services, procedures and personnel within the division. Serves as the Building Official during the absence of the Director.
Job Related Requirements May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.Bachelor's Degree in architecture, engineering, public administration, business administration, management, planning or related discipline;
Four years experience required or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities of the job.
Two years of supervisory experience is required.
Must possess the International Code Council (ICC) Certification as either a Building Official, Master Code Professional, or Code Official, or equivalent certification through another recognized certification program.
Must possess a valid driver's license.
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises, trains and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Serves as the Building Official in the absence of the department director.
Recommends selection, promotion, discharge and other appropriate personnel actions.
Coordinates actions and responses of Construction Inspection Division and Code Enforcement cases with Department Director, Solicitor, County Attorney and other departments as needed for technical support.
Assists department director with preparation of division budget, monitors the annual division budget for expenditures.
Develops and monitors division procedures manuals.
Trains and directs employees in the use and interpretation of state and local building codes and local ordinances related to commercial, industrial, institutional and residential development and construction; reviews inspections performed by division employees.
Confers with contractors, architects, engineers, attorneys, property owners, tenants and property managers relative to ordinance requirements, violations to be corrected and/or inspection findings.
Oversees issuance of permits where required, responsible for inspection of work for compliance with such permits and appropriate ordinances.
Responsible for maintaining technical records and reports.
Develops and maintains workload management criteria and performance management reports for the division.
Responds to telephone inquiries from citizens, builders, contractors and public utilities related to code interpretation and enforcement; investigates and addresses citizen concerns and complaints.
Assists with and investigates code enforcement complaints and maintains records of filings.
Reviews permit files for issuance of Certificate of Occupancy or Certificate of Completion.
Reviews plans to be presented to the weekly meetings of the Athens-Clarke County Plan Review Committee.
Represents the department at weekly plans review meetings.
Notifies contractor, subcontractor, engineer, architect or homeowner of code violations and discusses possible options to correct violations.
Inspects ongoing building construction and repairs or modifications for compliance with applicable codes and ordinances; inspects existing structures for violations of safety or sanitation regulations, or when adopted codes and ordinances require an inspection.
Responsible for overseeing the closing and archiving of permit files and project plans, responds to open records requests as required.
Compiles quarterly statistical report of division activities.
Utilizes geographic and performance measurement data for determining staff assignments.
Produces brochures and other publications for the purpose of educating the public about various Athens-Clarke County Codes and Ordinances.
Attends conferences, seminars, and classes to remain abreast of current developments in code enforcement and administrative fields.
Substitutes for Director at meetings, as required; signs documents for Director, as needed; attends meetings, as directed.
Performs other duties as assigned.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental and human resource/personnel operations and activities.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Athens-Clarke County Government as they relate to the Building Inspection department.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to perform mathematical and statistical calculations.
Ability to read, understand and interpret ordinances, personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS : Must be physically able to operate a variety of machinery and equipment including a computer, adding machine, copier, fax, vehicle, ladder, hand tools and scales. Must be able to use body members to work, move or carry objects or materials. This position requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds force frequently. Physical demand requirements are at levels of those for medium work.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize determine percentages, perform calculations involving variables, formulas, square roots and polynomials; perform statistical calculations which include frequency distributions, reliability and validity of tests, correlation techniques, factor analysis and econometrics; perform statistical calculations including advanced probability theory, experimental design and advanced statistical inference with applications.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a computer, adding machine, copier, fax, vehicle, ladder, hand tools and scales.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using a computer, adding machine, copier, fax, vehicle, ladder, hand tools and scales. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a computer, adding machine, copier, fax, vehicle, ladder, hand tools and scales. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination. Must be able to perform inspections in high places.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone, two-way radio.
